Check out nadabike.   For $100 you get a bike frame, instructions, and you can build your own single speed bike.  This is remarkably like an idea I had about six months ago, to start a foundation produce $100 bicycles — make bikes so cheap that they weren’t worth stealing.  You just buy another one.  Still working on that, but in the meantime, this is great.
